WBRE-TV debuts across the nation amid squabble

NBC viewers in a North Carolina television market area are receiving programming from WBRE-TV during a contract dispute.
Time Warner Cable and the parent of the NBC affiliate in Winston-Salem are squabbling over retransmission fees, which allow a cable company to carry a broadcast channel.
Winston-Salem television viewers are receiving programming, but not local news and information, from Wilkes-Barre-based WBRE, rather than their local NBC affiliate, NWII.
Nexstar Broadcasting Group, the Irving, Texas-based owner of WBRE, is not being reimbursed for the transmission of WBRE and two other stations into markets outside their territory, spokesman Joseph Jaffoni said.
"It's not the first time this has happened," Mr. Jaffoni said. "The last time it happened, Nexstar was pretty swift in getting it resolved to their satisfaction."
Nexstar is considering legal action and regulatory complaints to the Federal Communications Commission, Mr. Jaffoni said.
Nexstar issued a statement saying Time Warner Cable and Bright House Networks are distantly transmitting programming from WBRE and two other company stations, WROC, its CBS affiliate in Rochester, N.Y., and WTWO, its NBC affiliate in Terre Haute, Ind.
The signals are being retransmitted to Winston-Salem, Orlando, Cincinnati, Louisville and the Plattsburg, N.Y.-Burlington, Vt., market, according to Nexstar.
Time Warner issued a statement saying Hearst Television, which owns WXII in Winston-Salem, chose to black out the signal rather negotiate new contract fees.
